The error that a laser removes

A balancer's measurement is the easy part. The hard part happens afterwards, when a person decides where the weight goes. Angular position is set by rotating the wheel to a mark and the radial position by eye; put a weight a little off the correct plane, or a little around from the correct angle, and the machine will report a residual imbalance on the confirmation spin that the technician then chases with a second weight.
